Through the website. Or, possibly through one of the approved third parties, like Costco. I was just looking at Costco for a Chicago stay...they weren't weren't offering any Hiltons in Chicago. So the selection in approved third parties might be limited.

Is the goal accumulating status? i.e. a mattress run? In that case - seek out locations with low nightly rates. If you're based in the US though, just get one of the Hilton credit cards that gives status.
If you are asking in general - then it's checking/booking special rates that you can qualify for: e.g. AAA/CAA rates, Corporate Rates (your own employer, a client's employer, a professional organization that you're a member of, etc). You can enter the group code/promo code/corporate account code directly into that "Special rate" box booking directly with Hilton's website or app.
There are also programs like AMEX FHR that have rates with special perks (e.g. $100 hotel credit). Or 3rd night / 4th night free, etc. But these programs are more about "better value" , not "cheapest".

Those are only available in some locations, so may not be an option for the OP. (And tbh if you live in one of those areas where status is just handed out to anyone, the status is rarely worth it in the first place.)

If you are earning status through points, then "cheap" is irrelevant. You need to spend the $12k to earn 120,000 base points for Diamond. Even with stays/nights, 30 stays is still going to cost a fair amount - even if you are willing to spend a month hopping back and forth between cheap-ish hotels in Southeast Asia.
If status isn't actually the word the OP was looking for, then it's merely about suggestions about how to book Hilton hotel stays and save a bit of money here and there whilst still earning points and elite night/stay credit. Maybe a BRG, maybe Costco, probably using cashback, etc.
