I agree that Noon Thurs. - 11:59p Monday is the general definition, but I also have found that it does vary in a couple of ways.
First, some locations (IME usu. Florida) allow a pick up before Noon Sun. and drop off Tues. and will give a weekend rate (altho that may be higher than a normal weekday rate depending on car class).
Second, hertz has at least three different weekend rates depending on the days you rent and they can be counterintuitive. For example, I have seen the following at an HLE (airports could differ): Rent F-Su, lowest weekend rate; rent Sa-M, lowest weekend rate: rent F-M, middle weekend rate. Said differently, if you rent for three days, you pay a higher daily rate than if you rent only two days.
If your dates are flexible it can be worthwhile to check all the alternatives. A tad tedious, but not without some meaningful results at times.

Depends on the offer too, for example in the 50% off weekend rental offers, for the HLE's it says
Hertz Local Edition offer applies only to three-day Standard and Leisure Weekend rentals starting Friday and ending Monday. A Saturday night keep is required.

But. You do have to keep in mind some things. Weekend rates usually require a Saturday night keep. You can't just rent for Monday alone and get a weekend rate.
Sometimes you can fudge this a bit, though. I have seen weekend or at least weekend-like rates for 2-day Sunday morning to Monday night keeps at times, probably when it's not at all busy, and maybe only with certain CDPs.
Also, while 12:00 noon Thursday is the normal start for weekend rates, I have seen at times with an AAA CDP weekend pricing for rentals starting Thursday morning if you keep for at least 2 or maybe 3 days. And apart from that, sometimes you can get a weekend rate from Thurs-Sat without the Saturday night keep requirement, depending upon CDP and availability.

What CrazyOne and everyone else is saying is true in my experience. It's complicated, but let me try to simplify it.
To qualify for weekend rates and promos the rental:
Feedback welcome. Did I get all the parameters?

Has anyone really been totally repriced by violating by 1 minute? You should still have a 29-minute grace period for return. As for the outgoing time, I don't know. I wouldn't try picking up 1/2 hour early, but a few minutes I don't think they would ding you.

Point well taken. I was a bit over-focused on "the letter of the law". In practice, reasonableness usually prevails.

I think you have the overall gist except, that there are occasionally times/locations (usu. FL), where the return can be on Tues. < Noon and it qualifies as weekend.

Does anybody know what the circumstances are that allow weekends to extend to Tuesday noon? I've never encountered this.

I've seen this at a couple HLE's, but not lately. It might be in various PC coupon terms/descriptions. I just accidentally kept a car an extra day and am about to enjoy (?) paying the extra day fee of $90. Hope I never do that again.

I'm experiencing the same thing you are. I'm not sure if it was Hertz or another company that used to let me have weekend rates until Tuesday noon.
Or, perhaps, Hertz has tightened up. That would be in harmony with a lot of rules tightening I've seen over the past 2 years.
