Post arrival lounge in DUS
Hello there,
I will be arriving to DUS with LH via LHR (from the US) at 10:25AM and from there straight to the messe for ongoing meetings.
I am willing to pay - need information on where can I find a shower to freshen up and change. I'm flying with a carry-on - no checked bags.

If you're holding *G status, you might *try* to get into the SEN lounge. On another thread I have read that you might sometimes be lucky and be allowed to use it as an arrival lounge (but no guarantees).
When you're arriving at a finger position you'll walk straight past the lounge entrance (one level above the concourse on the left hand side), if you are arriving by bus you'll be most likely dropped off in concourse B. Follow the signs for connecting flights towards the A concourse, then turn left and follow the signs toward the lounges.

I also suggested a day room, try to check in in your assigned hotel in DUS early or ask if you can take a shower there or try to refresh in LHR.
I usually try to freshen up if I head for work after I landed in DUS on my last transit before DUS, though as SEN could get into the SEN lounge.

Post arrival lounge in DUS
If you have a car, there are some cheap hotels (eg B&B, ibis, Motel One) near the airport. You can probably even go cheaper with a saunaclub.

Unorthodox? Yes. But it does meet OP's requirement for "a shower to freshen up and change" and is not subject to availability of rooms at hotels which can be hard to find last minute during messe. 
Cheapest and quickest option would be the airside lounges either LH or Hugo Junkers.
Sheraton and Maritim would be the next quickest option but I'm pretty sure they will charge more than 50 even for a dayroom (Sheraton offers dayroom not sure about Maritim).

Why would she/he need a car? Don't airport hotels usually offer bus service? Not to mention that even a taxi might cost less than a rental.

And according to IBIS, they have no hotel at the airport. And neither does Motel One.
And, yes, we'll keep going through it until you get it right.

This might not be the same thing in Germany as you would expect it based on your experience.....
