Why would she/he need a car? Don't airport hotels usually offer bus service? Not to mention that even a taxi might cost less than a rental.

Same as last time. It depends on the situation. My last rental comes out to €22 per day. There are a lot of places where one way cab will already cost your more than €25.

And no, B&B, ibis, Motel One does not provide shuttle service.
