Is No Comps a TR Diamond Standard?

Is No Comps a TR Diamond Standard?

I qualified 18 months ago via Diamond in a Day but went on to earn the requisite points per calendar year for Diamond and am 400 points shy of the 11000 needed this year to requalify.
I have never received an offer from any Caesars Group hotel.
I have had 2 3 day stays at Caesars Palace this year which were complimentary when booked on the Total Rewards website but it seems anyone who has ever put a dime in a slot machine gets that sort of comp. Both these stays I reserved an Augustus Tower Room but was downgraded at check-in to a Forum Tower room which seems to be the lowest category of room available.
I also qualified as M-life Platinum last year and MGM Grand and NY NY have sent me offers with suite/limo transfers/$750 free play/Full F+B covered.
Is next to nothing standard for Total Rewards?

I'm just "guessing", but since your profile shows Australia as your location, this could the reason why you haven't been received offers (in the mail).
