I realize this is a partner route. What's strange is on the F9 route map, it says DEN is the only nonstop destination (makes sense). But in either the flight search or flight schedule search, it won't accept DEN as a destination; it'll accept every airport but DEN. Is that because somehow the RIW-DEN route is not sold? 
Also, I can't find any day this year when IND-RIW has award space (not even for 20K OW), even though there are paid seats available on most days. I know DEN-RIW uses a small aircraft, but is RIW that popular that all award space are snatched up? Or is it because F9 doesn't release award space on this particular route?

As part of the code share deal with Great Lakes, you cannot book flights from/to DEN from/to the Great Lakes outstations on the Frontier website, only on the Great Lakes website. This is to protect (tiny) Great Lakes revenue on those flights.
You can book, say, LAX-RIW, via DEN on the Frontier website, but I'd be surprised if Great Lakes recognises award tickets - I don't know the answer to that.

Sorry for the necropost, but I used to do IND-RIW frequently and the poster above is correct - anything that connects to a Great Lakes flight must be booked separate (and get ready to deal with 1990's UI design on the booking page) on their site. It's not the worst given the straight shot from IND-DEN - also, check the aircraft sizes for the 2 daily flights - one is quite a bit smaller and is referred to as the "Vomit Comet." I have personal experience with that one.
