No restrictions currently AFAIK.
This was reported as news flash from NHK that Japanese government "will ask all international travellers to self-quarantine" starting friday. I read this as there will not be a hard entry restriction, but instead a plea for arriving passengers to self-quarantine.

I think there are quite a lot of restrictions already to Japan.

Information as of 01APR20 / 1353 UTC
National Finland (FI) /Embarkation Finland (FI)
Destination Japan (JP)
Japan (JP)

Passport required.
- Passports and other documents accepted for entry must be
valid on arrival.
Passport Exemptions:
- Nationals of Finland with a temporary passport.
Admission and Transit Restrictions:
- Passengers who have been in the Hubei Province or Zhejiang
Province (China People's Rep.) in the past 14 days are not
allowed to enter Japan.
- This does not apply to spouses or children of nationals of
Japan if they can prove it.
- This does not apply to passengers with a Special Permanent
Residence Permit. However, they must have a Re-entry Permit
from a regional immigration officer.
- Passengers who have been in Cheongdo County or Daegu City in
Korea (Rep.) in the past 14 days are not allowed to enter
Japan.
- This does not apply to spouses or children of nationals of
Japan if they can prove it.
- This does not apply to passengers with a Special Permanent
Residence Permit. However, they must have a Re-entry Permit
from a regional immigration officer.
- Passengers who have been in Gyeongsan-si, Andong-si ,
Yeongcheon-si, Chilgok-gun, Uiseong-gun, Seongju-gun or
Gunwi-gun in Gyeongsangbuk-do in Korea (Rep.) in the past 14
days are not allowed to enter Japan.
- This does not apply to spouses or children of nationals of
Japan if they can prove it.
- This does not apply to passengers with a Special Permanent
Residence Permit. However, they must have a Re-entry Permit
from a regional immigration officer.
- Passengers who have been in Andorra, Austria, Belgium,
Denmark, Estonia, France, Germany, Iceland, Iran, Ireland
(Rep.), Italy, Liechtenstein, Luxembourg, Malta, Monaco,
Netherlands, Norway, Portugal, San Marino, Slovenia, Spain,
Sweden, Switzerland or Vatican City (Holy See) in the past
14 days are not allowed to enter Japan.
- This does not apply to spouses or children of nationals of
Japan if they can prove it.
- This does not apply to passengers with a Special Permanent
Residence Permit. However, they must have a Re-entry Permit
from a regional immigration officer.
- Visas issued on or before 8 March 2020 by the Embassies,
Consulates-General and Consulate of Japan in China (People's
Rep.), Hong Kong (SAR China) or Korea (Rep.) are
invalidated.
- Visas issued on or before 20 March 2020 by the Embassies,
Consulates-General and Consulate of Japan in Andorra,
Austria, Belgium, Bulgaria, Croatia, Czechia, Cyprus,
Denmark, Egypt, Estonia, Finland, France, Germany, Greece,
Hungary, Iceland, Iran, Ireland (Rep.), Italy, Latvia,
Liechtenstein, Lithuania, Luxembourg, Malta, Monaco,
Netherlands, Norway, Poland, Portugal, Romania, San Marino,
Slovakia, Slovenia, Spain, Sweden, Switzerland, United
Kingdom or Vatican City (Holy See) are invalidated.
- Visas issued on or before 27 March 2020 by the Embassies,
Consulates-General and Consulate of Japan in Bahrain, Brunei
Darussalam, Congo (Dem. Rep.), Indonesia, Israel, Malaysia,
Philippines, Qatar, Singapore, Thailand and Viet Nam are
invalidated.
- Passengers who were in the cruise ship 'Westerdam' are not
allowed to enter Japan.

Visa required.

ATR OUL to HEL on 3.4. I counted 27 incoming passengers and there were 9 in total departing. We were all asked to sit in the back of the plane and other than no beverage service it was a pretty standard experience. Bus to terminal at HEL and no choice but to go through baggage claim even with a connecting flight.

Flight to LHR this morning only 11 passengers. I have J to myself. Water bottles handed to everyone when boarding. No service in Y and sandwich offered in J. Airport was even more empty today than yesterday. Almost all shops closed.

That's a good example of why I'm happy my own return flight next week from LHR was cancelled by AY. Got the whole trip cancelled then and was reimbursed in full by various parties involved, inc. travel insurance. Paying for C is not worth a penny at the time being. There's no lounge at HEL and many other airports in Europe and the cabin service is abysmal for the price paid. Hilarious or not, that sandwich is still better/more filling than what BA is currently offering in Club World and First. No to mention a cracker or two in Club Europe. You can expect flying hungry on many carriers now, taken the catering is minimalistic and airport food courts are more or less closed. Out of the OW carriers, CX and JL are doing a normal cabin service now.

I seriously hope normal cabin service resumes by the end of the year. Will be pretty grim flights in the future otherwise.

I can hardly imagine how travel bans would be lifted. Countries heavily dependent on tourism might want to lift them as quickly as practical, but not most. I don't suppose your J flights are going to Greece.

Other countries will have political / public opinion pressure to keep the dirty infected reckless foreign visitors out - maybe even the permanent foreign residents - until the disease is over with And at the slower speed that the epidemic spreads with half the planet confined, for better or worse, we won't get herd immunity any time soon.

I simply can't see Europe banning most travels for several month. I'm pretty confident that by summer travel will slowly start to come back with bans lifted.

On your return, please let us know what LHR looks like – are the shops open, are the lounges open, have they scaled down on food&drinks. At least the CX F lounge ran a normal à la carte two weeks ago even though the restaurant ban was in effect.

I am transferring here and at T5 currently. No lounges, shops or restaurants available at all. Only Boots is open. Some passengers even in full hazmat suits with hoods. I will report about the T3 situation on my return next week. Let’s hope the flights are still running then so I can get back home.

Have a safe trip for whatever mandatory reason that is, hopefully something to do with healthcare and not securing stakeholder wealthy.

The conditions at LHR sound like mileage/segment running is starting any day now!
