There are still a lot of European citizens without biometric passports, so I'd certainly hope that there is still a separate queue for them. I haven't been to LHR for almost a year, but last I tried, I was definitely able to go through EU-only queue for manned checks.

This is almost unknown in Finland, because the Finnish ID card is comparatively expensive. But, for instance, France provides free non-biometric ID cards, which are valid travel documents within EU and/or Schengen - while the French passport cost money (so only "rich" people have one at all).

My guess is that many (most?) EU citizens carry ID cards only when travelling within the EU - with Scandinavia and the UK being the big exceptions, as they either have no national ID cards at all (DK, UK) or are not mandatory (FI, SE?)
