Vienna in summer versus winter
I guess the best time to go to Vienna is anytime; the article is worth a look for somewhat off-the-beaten-path suggestions in summer, winter, and general things to do plus detail on Austrian/Viennese foods and specialities.

I am from austria and I like vienna more in the sumer.
In Summer the city have the typical summer feeling. Everywhere nice flowers, proper parks, many tourists from all aover the world. You can walk trough the Kaerntner Strasse with icecream in the hand or sit in a open air gastgarten in Grinzing and listen to "schrammelmusic".
If you are lucky you can listen open air concerts in front of the rathaus, or you can visit europe biggest city festival (Donauinselfest)
Winter is also nice, (chritmasmarket) but If i have to choose - I would choose summer

My husband is Austrian and I've been in Vienna in all seasons. I think Winter is worst because if it snows, the snow is just piled in the middle of the street and becomes a dirty brown. The people seem a little testy this time of year. Early summer is better, as in August it can be quite humid at times.

On the other hand, starting with Krampus, everyones spirits seem to be uplifted and happy, not testy.

I haven't been to Vienna in winter but I just completed a 4 night trip during the 2nd week of December. 2 days were mild-ish but fairly clear and 2 days of mostly rain. However, the Christmas markets were wonderful and despite the rain it's an easy city to discover on foot. Very nice dining opportunities around the city as well.
We definitely plan on visiting again during spring or summer to experience the city in a different season.
Stayed at the Hilton Vienna Plaza which was centrally located and well positioned to visit the various Christmas markets. I think it was around 10-15mins cab ride from the Hbf (main train station).

I did VIE in mid Feb. During the day I did typical tourist stuff, then in late afternoon it was back to the hotel to change for the opera.
I thought it was fine, but I'm from Canada so my definition of "winter" might be a tad skewed.

One problem in summer is that the Philharmoniker is in residence in Salzburg for the Festspiele.
