My husband is Austrian and I've been in Vienna in all seasons. I think Winter is worst because if it snows, the snow is just piled in the middle of the street and becomes a dirty brown. The people seem a little testy this time of year. Early summer is better, as in August it can be quite humid at times.
Compared to a lot of cities, Vienna typically gets little snow. I have been lucky in that my winter visits have been largely snow free. Even when I was there after some snow, the snow was no dirtier than what one might find in any large city.
On the other hand, starting with Krampus, everyone´s spirits seem to be uplifted and happy, not testy.
