Are all tickets now fully refundable?

Are all tickets now fully refundable?
Booking a flight onEmirstes.com I noticed that all fare types (including Economy and Business Saver fares) showed green checkbox in both changes and cancellations. Reading the fare rules I see:

PENALTIES
CHANGES
ANY TIME
PER TICKET CHARGE CHF 250.00.
WAIVED FOR DEATH OF FAMILY MEMBER.
PER TICKET CHARGE CHF 500.00 FOR NO-SHOW.
WAIVED FOR DEATH OF FAMILY MEMBER.
CANCELLATIONS
ANY TIME
PER TICKET CHARGE CHF 500.00 FOR CANCEL/REFUND.
WAIVED FOR DEATH OF PASSENGER OR FAMILY MEMBER.
TICKET IS NON-REFUNDABLE IN CASE OF NO-SHOW.
FOR TICKETING ON/BEFORE 30SEP 21
IF TRAVEL COMMENCES ON/BEFORE 30SEP 21
FOR TRAVEL ON/BEFORE 30SEP 23
CHANGES
ANY TIME
CHANGES PERMITTED FOR REISSUE/REVALIDATION.
CANCELLATIONS
ANY TIME
CANCELLATIONS PERMITTED FOR CANCEL/REFUND.
Anyone had experience with voluntary cash refund of Saver fare ticket (I mean voluntary cancellation, i.e. when flight is not cancelled by airline)?

Just had a look at they are not refundable before end of September.
Which flight and route were you looking at when you saw the above?

I checked again ZRH-SEZ and SEA-DXB in April and I see the same clause in most restrictive Special and Saver fares as I pasted above.

Copy pasting from SEA-DXB special fare: <<FOR TICKETING ON/BEFORE 30SEP 21 IF TRAVEL COMMENCES ON/BEFORE 30SEP 21 FOR TRAVEL ON/BEFORE 30SEP 23 CHANGES ANY TIME CHANGES PERMITTED FOR REISSUE/REVALIDATION. CANCELLATIONS ANY TIME CANCELLATIONS PERMITTED FOR CANCEL/REFUND.>>

Do I understand fare rules correctly that ticket will be refundable?

This might be in response to Qatar Airways which allows full refunds without penalty for all tickets purchased until 30 April 2021.

I have also noticed that on the initial booking pages the Saver fares are shown as Refundable with No Fee, but later on show a fee in the Fare Rules.
