This means the flight looks fairly empty at the moment. P and A are First Class fare buckets, J, C, I, O are Business, and everything else is Economy (Y is the highest fare, then working left to right the fares are cheaper). The number indicates that there are at least that number of seats available in that fare bucket.
So, overall there are at least 8 empty seats in F, 28 in J, and at least 100 empty in Y.

Nope, it just means that there are 4 seats available to book at either fare level. They're the same cabin, so right now, you could book into the first cabin in F, or in A, with different restrictions, etc.

Depending on the airlines and COS you can often see numbers not higher than 4 , 7 and 9 for all or some classes. COPA is always a max of 4. AA is 7. TA is 9. Other airlines would love to see real numbers like F 12 J 32 Y 185 but they won't.
When things fill up you'll see the lower cost seats in the same classes diminish in availability, e.g. F will stay at 4 while A (lower cost F seats) will go to 2 or 0, J will stay at 7 while D will go down to 4 or 0 , and Y will stay at 7 (or 9 or whatever) while the O's and R's and T's and Q's go rapidly to 0.
