Irish Village is your best bet for an actual pub. Depending on the time of your lay over, you may also consider the Marhaba lounge in T3. You can pay in, it doesn't have much atmosphere but has a free bar with some basic food. Considering it's 25Dhs-30Dhs a beer in the pub you may be better just using the lounge if you want a few.
There are a few designated smoke areas in the airport, they are jam packed and look disgusting though.

There is a restaurant above I think Burger King at the T1 end of T3 just before the island garden feature. You can drink and smoke in there without having to walk all the way to the Irish bar in T1.

As mentioned - there is a wine bar in T3 which is pretty nice - it's just up from the entrance to the rubbish Maharba lounge on the left. Very friendly staff in there and never packed out when I've been there
