Or just make the flight. The problem is that assumes ideal conditions...for example, a Sunday morning flight may warrant leaving earlier than a Tuesday morning one

My wife is flying on the LY flight to HKG at 21:00 and wants to put the kids to sleep in Jerusalem first. If she is flying C without baggage, is leaving at 19:00 safe?

where in Jerusalem? does she have an Israeli passport?
If she does OLCI she shoudl be ok arriving at the airport at 19:45.
(but if something unexpected happens....)

If she's close to 443 then it should be ok. If she's across town and goes out through Ein Kerem, maybe. What will happy if there is an accident on the way? These roads don't have many alternatives.

She's approx 3 minutes from the Jerusalem-Tel Aviv highway. What time would you say is safe?

Many? It doesn't have at all
About 2 years ago there was a serious accident after Shoresh on Kvish 1. A bus crashed. I was stuck for 3 hours between Jerusalem and TLV and missed my flight.
I wouldn't recommend getting there so late
You can never know what will happen on our crazy roads.

That was god's will... you never know what would happen if you managed to get on-time! 8-)

Next week I will do the same for LY381, Departing 07:40 means i will get out of home around 05:30 (This time, Breakfast with Wifey!)).

Kvish 1 and 443 are really the only 2 options. I always use 443. It's much faster when going rush hour
