I still value CSR 3x at more than any of these, and certainly more than 3% cash back. I have the Costco card but actually thinking about canceling it as I feel it's ridiculous they're not making an exception this year for the need to go into a warehouse to redeem the rewards certificate.

Several give 3% back, even with no AF. PRG has 4x on dining and IIRC the Capital One Savor has 4% on dining/entertainment. Thought there was a WF card that also gave 4% back but may have remembered incorrectly.
