if this shutdown is still going when bowl games roll around there will be way bigger problems than getting to a football game, we're probably into riot territory by then

Duffy says he may not stop at 10%; may continue on to 20% canceled.

2) Free cancellations and all, but I'm guessing refunds are still in the limited 1-year voucher formats unless you purchased refundable fair?
The problem with this strategy for DL is UA does a better job of balancing connections between the different hubs, whereas DL puts all their eggs in one basket (ATL). And because of that, most of the reroutes would somehow need to get to/from ATL.

Where it really breaks down is that there isnt enough slack on the ATL-DTW/MSP/SLC/etc. flights to account for that. Its one of those things where itd be nice if DL always maintained excess capacity on ATL-DTW/MSP/SLC for regular IROP situations, but of course DL would be losing $ on normal operation days, so they dont.

This feels over the top and like they are really trying to end the shutdown by inflicting pain over the holidays.

I know I'm veering into Omni territory, but I really don't think this is going to play out the way the DOT thinks it will, PR-wise.

Do we know if Congress is even going to be in session next week? It's not like they have been doing anything lately,

Hmm, surely there is not a, perish the thought, political reason that the list refers to Little Rock as the "Clinton National" Airport? It is unclear where the tv station obtained the cancellation list from.
Looking at that article, all the airports are referred to by the airport name, not the city. So calling LIT Clinton National is in keeping with the rest of the names on the list as that is its official name.

Senate is in session at this very moment. House is not but they don't have the power of the purse.

I continue to belive this DOT action will have its desired effect and the shutdown will be over soon. There will still be a few days of residual cancellations after the government reopens. The real affect will be that no Air Traffic Control training has occurred for the past 37 days and now the FAA is even more behind with qualified controllers than they were before.

The house actually has the primary power of the purse as per the constitution all spending bills must originate in the house. The senate can amend such bills (up to and including removing everything except the title) and then send that back to the house to vote on, but spending bills must originate in the house, and any adjustments to a house-proposed bill by the senate must go back to the house for a vote.

I only bring this up to be clear that the senate may reach a compromise bill, but the speaker would have to bring said compromise bill to vote on the floor and it would have to be voted on before it becomes law. The Senate is only the final stop if the approves the original 7 week CR that was passed by the House at the end of September which seems unlikely at this point. Negotiations with the house could very well extend the duration of the shutdown, even if the Senate reaches an agreement in principle.

I suggest that the airlines offer a loan to keep essential air traffic control functions operating until the budget situation is resolved.

This is what normal businesses do all the time when there is a cash flow blip.

There are actual legal issues with directly paying government employees (even in situations like this) and the administration has indicated that they are not interested in trying to enable such arrangements by refusing such offers from a couple of airports already.

The payment would have to be direct, as a loan / IOU construct would still be considered an appropriation under the anti-deficiency act (which is what triggers government shutdowns).

Pretty sure they lifted it from FlightAware which uses airport names on their list (TIL that Boise is "Gowen Field"):
