Question Can Delta awards not touching US soil still be cancelled without penalty?

Thinking of booking Indonesia - Japan and Japan - Indonesia Delta partner award flights. Are these awards not touching US soil still eligible for cancellation without penalty?

Yes. Just cancelled an award ticket on AF intra-Europe with no issue.

Unofficially - yes. Officially, they still list a $150 redeposit fee on website for award tickets that do not originate in US/Canada, or is between US/Caribbean (and perhaps one day they may start enforcing it).

No mention of exceptions for PM/DM?
