Booked on 016 stock with a DL flight number on WS metal into YYC. Which flight number to put in the ArriveCan app, DL or WS?

I would enter the operating carrier's flight number, but I don't think it will make a difference either way.

If making a same-day connection in Canada (Toronto), do I enter the flight that enters Canada or the flight to the final destination?

The flight on which you enter Canada. The form actually phrases it as Arrival airport / airline / flight number / date of arrival.
