Someone posted something similar before and it was due to married segment inventory on revenue fares. They had zeroed out married segment inventory availability for revenue fares (even though there were still at least a few seats left on the flights), but had not done so for award fares. If you post the flights it's easy enough to check the bucket availability for revenue fares on ExpertFlyer.
