Lost Baggage

Hi,
Me and friends traveled from LGA (La Guardia) to IND (Indianapolis) , we brought 3 carry-on baggage and during the boarding process , delta authority require all passenger on zone 3 to check in the baggage. So, Me and my friends checked our baggage, after arriving on Indianapolis we went to the carousel and couldn't find our baggage ( all 3 baggages). The customer service said the baggages had been scan and should be out of carousel. I want to know Delta policy regarding to lost of baggage with forced to check in our carry on.

Have you reported the missing baggage to Delta at the airport?
Do you have a missing baggage reference from the airline
