Back on the game plan, that cheap fare might well double in price while the OP waits on the visa.

I would be morally certain that just buying the cheap fare and risking the non-visa case is better than the risk of buying a late fare at a higher price.

Thank you all. Very good advice! I may go with purchasing the insurance but seeing exactly what it covers before I proceed.

I think it took me a week to get my tourist visa last summer for the World Cup. I think it took an hour to wait to meet with the official and about 2 minutes for them to go through my forms. It was surprising the number of people who were turned away because they didn't bother to read the instructions properly and were missing required documents.
