In DTW the ITI-tagged backs come out on Carousel 8 (far end of the customs hall) where some contract baggage handlers take them off the carousel. I don't see how anyone can stop a lawful owner of baggage from claiming their own bags off the carousel if they intend to leave at DTW. Just saying.
Also regardless, it then provides clear proof that you dont intend to fly onto YYZ.
