Compensation for flight delay?

I know this has been laid out somewhere, but I can't find it - can someone point me to what level of compensation is expected for flight delays?

I'm not sure yet, which is why I was only asking to get pointed at the guidelines. It's over 3h, and it sounds like an initial weather-related delay, followed by a mechanical one. They're talking about $50 credit certificates, which makes me think it's something DL is actually liable for.
