Agreed, the migration definitely should have gone a lot faster than it has. In fact, I wonder if maybe giving retailers the 1-2 year delay they asked for would have been for the best--especially since we're now getting to the point where we should have been two years ago.

Moving back on topic, US Bank may end up regretting the 3x for NFC transactions if they don't add restrictions to discourage MS.

Disneyland in California doesn't have Magic Bands, and won't. The new MaxPass system uses QR or barcodes displayed on the guest's smartphone. I've never seen mobile payments accepted in Disneyland (though it's been a couple months since my last visit), they still swipe on the side of the terminal. I actually did see one place using a chip reader (the crystal shop in New Orleans Square IIRC), but that store is separately operated and not run by Disney itself.

For now, it’s only available to consumers who have U.S. Bank accounts. Customers must have an eligible bank account open for a minimum of 35 days before applying.

I saw another release that said UsBank credit card holders would be considered current customers and eligible to apply. Can't find it now though.

No. You earn 3 -or- 1:

Customers earn points at the following rates:

Travel: Earn 3X points per $1 for eligible net travel purchases made directly with airlines, hotels, car rental companies, taxis, limousines, passenger trains and cruise line companies.

Mobile wallet: Earn 3X points per $1 for eligible net mobile wallet purchases when using the Altitude Reserve card with your mobile device to pay through Apple Pay,® Android Pay,™ Samsung Pay and Microsoft Wallet.

All other purchases: Earn 1X point per $1 spent on all other eligible net purchases.

Alright, has it been established what is the best way to go about getting this card for a person living in a state without USBank presence, and no prior USBank products?

Say, credit is otherwise excellent, and all the metrics well below what banks would frown upon. So it's also in USBank's interest to take them on as a customer.

Well, you must be a USBank customer to apply for the Altitude. That part doesn't seem negotiable. So you'd need to first open a different USBank consumer cc and wait 35 days (or 30?), before you can open one. Of course, two apps that close together with USBank might be problematic since they are apparently touchy about apps.

I'm guessing they are trying to roll this out slowly so they don't get hit with an unmanageable number of apps.
