Experian's report does not explicitly distinguish HPs and SPs.

This should be the reason for the high number of credit pulls.

freeze your experian https://www.experian.com/freeze/center.html and apply away. just remember, any company that pulls experian will decline you.
once you know you are declined, call ask them to pull a different bureau.

Not necessarily. At the time of last application/approval, I had 27 inquiries on Experian in last two years. How many of the OP's 18 inquiries were in the last 90 days or 6 months is what matters most.

Two useful sources for you

Rekehs mentioned the first one, just put in the CC or bank you're looking into with your state and it will give you a good idea what bureaus you're working with.

And here's an article with datapoints of how most banks handle the freezing of a credit bureau.

8 of them were since nov 13th 2015.

and i pulled all three ficos from MYFICO and experian does not distinquish between HP and SP

Going to freeze my EX, got 9 inquiries already in the past 6 months, yesterday got denied for a citi prestige for too many inquiries on my credit. My EQ and TU is almost spotless.

that's the easiest reason they give you, but that's not the reason.

thin/thick file?
negatives?
score?
total revolving?
utilization?
is any card carrying more than 50%?
how many cards have a balance?

Have a 14 years credit history with a paid off mortgage. My utilz rate is 3% and I have 3 cards with citi and one of those is a biz card and the total credit with those cards is about 20k.

That 20k is probably your problem. They're not willing to extend you any more credit and 20k isn't high.

Wouldn't they tell me that instead of giving me the too many inquiries excuse? I can move some credit around if that was the case, I called the citi executive office and the person I talked to was nice enough to tell me the reason that was denied, not like the regular rep who just flat out said wait for the denial letter.

If you have 20k over 3 cards, there's only so much you can move around. The prestige requires a minimum of 5k, same with aa exec, and some others. If you had 70k with them, then they most likely wouldn't have a problem moving credit around.
