Which card currently has the best miles/points bonus for foreign spending?
I spend around US$250 a month and want to get Mac reward value out of a card. I'm told that in Europe you need chip and pin technology so I think that would factor in to the selection.

No Chip & PIN cards are available from mainstream USA card issuers today. Chase, Citi and US Bank have begun issuing Chip & Signature cards. These will be accepted by most, but not all, European merchants. (The same is true of magnetic swipe cards which are still widely accepted.) See this thread:

Really like the Chase Sapphire Card. . . generous (50K) sign-up bonuses, not a huge annual fee, no foreign trans fee, transfers miles to united, decent mile earnings, and I've had good experience with customer service.
