No Chip & PIN cards are available from mainstream USA card issuers today. Chase, Citi and US Bank have begun issuing Chip & Signature cards. These will be accepted by most, but not all, European merchants. (The same is true of magnetic swipe cards which are still widely accepted.) See this thread:
