EU entry ban for 30 days | Schengen confirmed, rest pending

Anyone know if this applies to transit? US citizen currently in Central Asia who would need to fly to Europe to connect onwards to California. Info is lacking on whether transit is allowed if flights happen to be available.

You'll probably be allowed a direct transit. A bigger concern would be finding an airline still flying this route in a couple of days.

There is no mention of restricting anyone from leaving EU/Schengen that I have seen.

US citizens who are EU state PRs, just like EU state citizens who are US LPRs, can continue to go between one country of citizenship/residence and the other country of citizenship/residence. So to answer your questions, it's generally a "yes" and "yes". But that is today. Things can change fast, and common carriers' scheduled flights across countries are still being slashed. And this means what is possible today may become less possible tomorrow.

More countries than not seem to be allowing transit to most third country nationals trying to head home and showing they have ticketed and operating travel heading home. For example, Denmark has a ban against foreign nationals, and yet an American living in Stockholm or Tokyo may make their way to Copenhagen and get to the US. Flight availability is disappearing fast as the route networks and flight numbers shrink and the remaining flights are sought after by people trying to make their way home, but space is still there on flights.

Private charter flights are doing some business still to fill in some gaps. But they cost way more unless you can hitch along with someone paying the proverbial freight.

One of the new measures in Belgium, starting tomorrow (until April 6th) no more travelling abroad.
