Carry-on baggage
I could not find any info about the maximum size of carry on baggage for domestic flights (CHS-EWR). Are these numbers valid also for smaller planes (CO express, ABE bus):
1 bag and 1 personal item 51 linear in or 130 cm
(L+W+H) 40 lbs or 18 k
?

Yep, the numbers are the same. For CoEx flights, those larger roller bags will not fit in the very tiny overhead bins. You can gate check those before you board; they will be available as you disembark at your destination.

Gate check is generally at the crew's discretion or if it really wont fit in the bin. There have been posts on FT detailing arguments folks have had with crew over a bag they knew fit in the bin but the crew wanted gate checked.
In short, don't expect to have it on the plane to access your stuff inflight if it's in a rolling bag.
