Upgrade award availability changes based on requested fare class

Upgrade award availability changes based on requested fare class

I was just searching around for upgrades for CLE-EWR-FCO

Using advanced search and "lowest fare" option ...no upgrades available.

However, specifying "b" fare brings out upgrade rewards both directions.

Has this always been the case? If so, I can't believe I never noticed.

On the CLE-EWR or EWR-FCO leg? CLE-EWR would be a B-up fare (right?), so that would give you access to more than the upgrade bucket (any open F seat).
