NBC does not know how to manage, plain and simple. I'm not saying that I could do it any better, as my extent of TV knowledge is limited to production and not being a front office guy. But come on. Ice dancing? The NHL complained, and NBC (who is an existing partner thanks to their late-season weekend game airings) basically told the NHL to pound sand.
