I don't know the details of CO policies so I'll only throw in my 2 cents.
- Op-up pax that was previously on the standby upgrade list: No.
- Op-up pax by Elite status and fare class: Yes.
And my experience is that they do op-up pax by elite status and fare class. Maybe unless they are racing against time to get the flight out or similar circumstances.
How do you know that the stand-by pax that was op-up'ed were not elites?

one way airlines recruit employees to work in lousy conditions for (often) under $30K per year is a perk called travel. i am not upset when an employee sits in a business class seat (i guess called a "J" seat). they've earned it for putting up with all of the obnoxious customers.

Certain individuals object to the use of ANY abbreviations on the forum, despite the fact that the Flyertalk TOS (Terms of Service) encourage the use of commonly understood abbreviations.
