New luggage rules?
Checked in the elite line today and checked 3 bags. The gate agent informed me that if I had a carryon it would be $80 bucks extra.
He said it was 2 checked bags and 1 carryon or 3 checked bags. After fuming a little he let it slide.
He said the new rule was in effect for about a month.
Are they enforcing this?

According to the on-line Contract of Carriage, the rules are effective Dec. 3, 2001, if you bought your ticket before that date the old rules apply.

Additional Baggage
Checked baggage in excess of the free baggage allowance will be charged as follows:

I got harrassed at lax AFTER me, my briefcase, and my rollaboard went through xray. CO employee wouldn't allow me to enter the concourse unless I checked my rollaboard (size compliant).
Was told by counter agent that this was basically a direct result of the "shoe bomber".
I flew several more segments on that particular trip, and was not stopped at any other airport.
The carryon rule, at least, seems selectively enforced, in my recent experience. This was the first time I checked luggage in at least 2 years so I can't comment on the checked-luggage part of your question. I don't have enough experience there.

Just another "enhancement" from Continental.
Reminds me of one time I was in line to check-it behind a family going home to Noo Yawk Sitty.
Looked like they went berserk shopping at the factory outlets, packed all the loot into a HUGE duffel bag, the sucker weighed 112 pounds when they heaved it on the scale. They had to take stuff out and jam it into their other suitcases to get it under 100 pounds, the maximum weight permitted. They still had to fork over 300 bucks to get it on the plane.

I pulled out an older Contract of Carriage, the free baggage allowance as of May 1, 2001 was:

Agree with jetsetter about the selective enforcement. Once when stuck, I noted that reiterating the "personal item" phrase to the agent worked well. I had a fussy ticket agent actually take the check tag back off my small rollaboard and return it to me (to carry on) after I decided to try her again and (politely) suggested that my over-the-shoulder carryon could count as the personal item because I carry no purse.
