Priority Waitlisting?

In the case of different level elites, or elite & non-elites traveling together on the same PNR, and priority waitlisting for mileage upgrades: I'm just wondering how everyone else has been "handled" by CO. I have gotten several different answers on this issue from OP Cust Svc Mgrs lately. From my experience, it used to be that on one PNR, the entire party would be waitlisted according to top elite's priority; Lately they have sometimes taken to dividing the record and waitlisting each at different, appropriate level. By reading OP Elite Rules, the latter makes perfect sense, and yet, my wife (a travel agent) still often waitlists people the old way, depending on the agent (top priority for whole party). For example, on upcoming EWR-HNL, rather than dividing the record and risk getting split up, we are 4 waitlisted as Silver, when actually we are 1 Plat, 1 Gold, 2 Silver. Yet my friends booked on same flight by my wife (with, of course, different agents, and booked a few eeks earlier) are waitlisted Gold (for a couple 1 Gold, 1 Silver) and Silver (party of 4, only 1 Silver member). I'm not sure which should be the correct way to handle this situation, I only wish CO was consistent. Just wondering how everyone else has been waitlisted in the past and currently?
