I have been able to secure upgrades via the phone.
Two segments on Sunday, and One Segment just now.
I would like to add this bit of info.
The flights I upgraded on Sunday were for Wednesday. When I woke up (9:30AM), I checked my e-mail for the upgrade confirmation that "Should" have been in my inbox. It was not there. I checked ITN and saw F8. Got on the phone to CO and played dumb (I know, not difficult). Asked for and received my upgrade. After confirming the upgrade, I asked "Shouldn't this have happened automatically"? The agent said yes, but that the computer had probably not gotten to those flights yet.
Tonight's upgrade was for tommorow morning's flight. It has been showing A8 F0 all week, up to 10:00PM tonight. I checked again at 11:00PM and it said F8. Got on the phone to CO and aksed for the upgrade. "No problem CG, would you prefer window or aisle?".
My guess is this: You are probably not allowed to call in for an upgrade BEFORE the computer starts it's daily run (IE: Midnight EST). But you can call in for the upgrade AFTER the computer has completed it's run for the day.
I may be wrong (It has happened a couple of times in the past), but this may explain why some of you have been told No Phone In's.
P.S.
In order for this system to work properly, Revenue Management will need to work closely with the OnePass folks. What I mean is that RM should release A seats in conjunction with the daily run of the EAU system.

Yesterday, I sucessfully called in an upgrade for a colleuge who is a NW Silver Elite for our SFO-IAH flight today. Y fare. I left my UG to my travel dept but was UGed as soon as the ticket was issued.
