TSA Answer
I have been having issues printing my boarding pass's off an on for a few years. I have a redress number.
The TSA just told me that every flyer that gets upgraded to F or for that matter changes their seat with in 72 hours of wheels up is prevented from printing their boarding pass online.
Anyone have this problem?

More of the TSA consistent policy of inconsistency... i.e. total nonsense. If this were true airlines could not allow pax to change seats during OLCI.

They asked me a 4 of questions concerning my:
ticket buying/ticket changing/and seat changing
that they say will prevent my ability to check in online or at the kiosh.

The TSA doesn't know what its talking about 99.9% of the time - this is one of those times.
What they *may* be alluding to is a possible scenario where someone changes their ticket or buys a ticket inside of 72hr from departure and their INSecureFlight data is not (re)transmitted - which could flag them and stop OLCI. Even that is a rare occurrence that has not yet been proven to be an issue.
If you have a redress number, are you using it as part of your INSecureFlight data entry at co.com when booking the reservation? And you still cannot OLCI?
If so, you have the following options:
1) Contact your Congressman or Senator and ask them to escalate
2) When booking, try entering bogus INSecureFlight information - change your sex and date of birth to see if it throws them off the trail
3) When booking domestically, try a slightly different format for your name (that still mostly matches your OP profile so you get upgrades, credit), like add or remove a middle initial and couple that with slightly different INSecureFlight info, such as a different birthdate
Don't panic - I've entered bogus INSecureFlight info many times and never had a problem - your entry is never checked by someone at the airport. The screeners have no clue what you entered in the system.

You have to wonder if any TSA employees has ever been on an airplane (not counting climbing on them and damaging the pitot tubes and AOA vanes).

I've had a redress number for 2 years doesn't help.
It a constant "not my problem" from both CO and TSA.
