EUA on Continuing Flights?

EUA on Continuing Flights?
With these annoying "continuing flights" such as CO 110 (CLE-EWR-LHR with a gear change in EWR), can you get EUA on the CLE-EWR leg? An agent I talked to said that technically the whole of CO 110 was technically a BF market since it was an international continuing flights (even through the CLE-EWR leg is on a 737 and you change planes in EWR).
Anyone had experience getting upgraded for part of one of these "continuing flights"

I have been upgraded on the domestic part of continuing flights before. Both an EUA and a Y/B/Mup. Once again an agent is giving wrong info

Yes, you can have the EUA. If you are booked on the direct flight CLE-LHR rather than just the CLE-EWR segment you'll have trouble and need to get an agent to split the segments but otherwise it'll actually just process normally.
