Judging by the Palm Springs Marriott apartments (which are no longer managed by Marriott), the answer would be yes. Those were really nice apartments, and I can't imagine that they would apply different standards to Sandalwood.

Of course expensive, but its all relative. I wouldn't expect NYC/Paris laundry prices in Beijing. For example, room service is often quite reasonable in China - can't say the same about most Western countries.

I'm sorry that I don't remember more precise values, but hopefully you can get at least an order-of-magnitude estimate from this?
I personally wouldn't have called the Grand Hyatt a five-star, but what do I know?

Many Chinese (and other Asian) hotels have washing lines in the bathroom so you can wash some clothing yourself.

I used to drop off at a dry cleaner because they were the closest.
Was cheap back then (~15 years ago).
