24hr Transit WITH domestic connection.

I've got to fly unexpectedly from Singapore to the UK. The cheapest option is with China Eastern:
SIN-KMG-PVG 24hr layover PVG-LONDON

im i correct in thinking that as an NZ or Ireland passport holder, the domestic transfer means i am not able to get a visa free transit?

Any other advice welcome.

What's the time from landing in KMG to departing PVG?

Correct, if the time between landing in KMG and departing PVG is more than 24 hours, then you will need visa as NZ and Irish passport holder. Don't book this if you haven't done so.

If you already booked the ticket, you can try to change to an earlier flight PVG-LON (MU also flies to LGW) or change to nonstop SIN-PVG, or apply for a Chinese visa, or a crazy idea would be to book a PVG-HKG/ICN round trip during your 24 hours to satisfy visa free transit requirement.

If a connection from arriving in China and international departure is less than 24hr (even with a domestic connection) is that ok?

Arrive Kunming at 16:00 (domestic flight)
Depart PVG 13:00 next day (21hrs in china)

Yep, that's why I asked: that will work.
The 24 hour TWOV [is the only one that] allows you to make connections within China.

Brilliant. I wasn't sure if all TWOV were region specific. Is there a link to this info anywhere please?

Here's a site with good, updated info, although unfortunately it doesn't specifically call out Kunming as being eligible for the 24 hour TWOV (only the 72 and 144 hour one), I am pretty sure it qualifies:

24h TWOV is definitely still on the books with the Chinese authorities. However, it doesn't seem to be listed on Timatic anymore so you may have issues with the airline.

The following text appeared during a United TIMATIC search I performed moments ago. Note that I chose a passport from a country that does not seem to qualify for 144 hour visa free transit (so 24 hour is the only option listed). Also note that the "must stay in the intranational area of the airport" restriction doesn't apply if you have domestic connections, in which case, you qualify for an entry permit. There are also numerous airports in China that don't have international transit areas. That having been said, we've seen reports of people being denied entry permits in cases where such facilities exist (e.g. intra T1 at PVG during daytime hours). In theory, booking a hotel room during your transit should be sufficient to to get an entry permit, but we don't have many data points on this.

TWOV (Transit Without Visa):

Passengers with a confirmed onward ticket for a flight to a third country within 24 hours. They must stay in the international transit area of the airport and have documents required for the next destination. Passengers with multiple transit stops within China (People's Rep.) can obtain an entry permit on arrival, with a total transit time not more than 24 hours.

The 24hour/multiple stops option did take a while to reappear after the covid-restrictions were lifted, but it is there now, even for queries that bring up the 144-hr options (here using New Zealand passport holder, resident in UK travelling from UK to New Zealand via China). The relevant part is highlighted by asterisks (my addition to the ExpertFlyer output)
