Yes it's understandable for smaller banks to be more cautious with these low-value transactions as it's just not worth their while to (potentially) break the law for something petty like this. But I've never had any trouble with BOC.

One of the transfers involves about 200000 yuan, which is currently in Shanghai. Idea is to convert it into dollars and wire to the US. Do you have any tips or suggestions regarding this.

There should be no issues re: this... 200k CNY is around <28k USD. Not sure if the daily limit is an issue though...
