Current China Exit policy
I have heard of Chinese citizens with permanent residence in western countries not being allowed to renew their Chinese passports,
and therefore being unable to leave China to return to the western country of residence.
Is this a general policy now? Or a Covid policy? Or targeted?

The first two cases are a result of COVID-19 policies designed to reduce the amount of travel to China. Do you have more details on your case?
