I have heard of cases where Chinese citizens in China being refused a passport and cases of Chinese citizens with PR in their resident country being refused a passport. However, I have not heard of any cases of Chinese citizens with a foreign PR currently in China being refused a passport.

The first two cases are a result of COVID-19 policies designed to reduce the amount of travel to China. Do you have more details on your case?
