I generally agree, but it really depends on the convention sponsor. If it's Google or Microsoft, odds are they'll pick some decent hotels. But, if it's Tsinghua University or even Baidu, I'd have my doubts.
Anyway, the OP should explore this angle and then tell us which hotels are on offer so we can offer our opinions.
I will say that Y400/night is sufficient to pick up something pretty decent up there, and anywhere in Beijing for that matter. In fact, if the OP's budget is contingent upon room sharing, I believe he could get his own room for close to Y200 without having to completely slum it and/or plant himself in a boring area.

It looks really bad but maybe it's just me being too judgmental. What do you guys think. Also, the price on Booking.com is cheaper then the price that the organisers offered me.
To be honest I don't mind paying extra for a really nice hotel but the people I'm traveling with have a really tight budget so I must choose a cheap option for around 400rmb a night.
What do you guys think about Hotel Xijiao? it doesn't look as bad as the first option and it's really cheap... any recommendations or suggestions would be greatly appreciated.

I can't recommend any specific hotels, but if you use ctrip, agoda, Expedia, etc to do map searches, you should be able to find something to your liking. Focus on wudaokou and zhongguancun. When in similar situations, sometimes I book multiple hotels on ctrip and cancel the ones I don't choose.

Just to re-iterate that commuting in Beijing is insane. Even staying in zhongguancun, it will take you more than 30 minutes in rush hour to get to tsinghua.
Unfortunately, the nice hotel options (e.g. Wenjin) near Tsinghua are ridiculously overpriced. If you want to accumulate points, the holiday inn in Haidian is actually very nice, but you'd have to get a cab every day and it may stretch your budget. Depending on what side of Tsinghua your convention is, the Runzejiaye hotel is near the northeast gate, is OK, and usually moderately priced.
There are no options under $70/night in wudaokou that I actually like.
Tsinghua has a couple of hotels on campus: Jiasuo is actually very nice. Jinchunyuan is basic, but OK, and nicely located. But they actually often cost more than $70/night, crazy as that seems.
Good luck!

PS unless you opt to stay in or extremely near campus, I doubt you will make it to your convention in under 30 minutes, no matter where you stay. The nearest subway stops to Tsinghua are all at least a 10-15 minute walk to the university gates, and your meeting may well be another 15-30 minute walk further into the campus.
