I disagree. The situation described in this thread is a very recent phenomenon. Moreover, your sweeping statement is, with respect, unhelpful.

It's not that recent; border control at PEK T3 during weekday afternoons has been hell for at least a year. The lines themselves aren't disorganized; it's the "lines leading to the lines" that are.

What type of statement would have been more helpful (e.g. "don't take an international flight to PEK with an expected arrival time between 1p and 4p")?
