If by "translator" you mean looking up words then I can recommend KTdict. Pleco also seems to get good reviews but I haven't used it personally.
If on the other hand you're looking for an app that translates phrases and sentences then sorry I'm not aware of one yet.

Thanks, I am looking for more of a phrase translator, something like what google translator does, but sadly China hates google, and it wont work offline on iphone (does on android)

Yes indeed I have, I know they are not 100% but still its better than not being able to ask anything. Its always better than knowing nothing.

Moreover, I can understand a bit of chinese, very little if I may add. Just want more precautions than anything else.

I actually have a pretty high opinion of Google Translate, and so do our translators, I might add. Sure, it's not cut out for capturing the nuances of Hemingway dialogues and stumbles upon new technical terms (you train it yourself for your needs without too much trouble though), but it usually does a nice job at getting the key points across.

BTW, even when the recent internet crackdown was in full force, I could usually access most google apps on my phone (Unicom) sans VPN... that having been said, I couldn't imagine spending time in China without a VPN these days unless your internet life revolves around taobao, qq, and Chinese news sites (to be fair, MS and Yahoo sites always seem to be in good favor too).
