USA visa waiver program to end? [No, inaccurate reporting]

"The Secretary of State shall immediately suspend the Visa Interview Waiver Program and ensure compliance with section 222 of the INA (Immigration and Nationality Act), which requires that all individuals seeking a nonimmigrant visa, undergo an in-person interview, subject to specific statutory exceptions," the draft executive order states.

No - the news source that you quoted is inaccurate.
The author of the article has mis-interpreted the text in section 9a of the draft executive order, which refers to the suspension of the "Visa Interview Waiver Program" - this enables certain individuals applying for a visa renewal to not need to appear in person for an interview at a US consulate/embassy.
This change proposed by the executive order does not affect the "Visa Waiver Program", of which ESTA is a component.
The author of the article has mis-interpreted the text in section 9a of the draft executive order, which refers to the suspension of the "Visa Interview Waiver Program" - this enables certain individuals applying for a visa renewal to not need to appear in person for an interview at a US consulate/embassy.
