I would presume that there are significant numbers of people who are undocumented aliens and simply do not have acceptable ID do not have sufficient means for TSA to otherwise identify them.

Maybe 3% is low along the Southwest Border, but way high elsewhere.

18 years of age is plenty old enough to join the military and kill for your country. However, that same country needs you to wait three more years to legally drink a beer.

Fraudulent ID use has three main drivers: age-based regulation of consumption of alcohol and tobacco products (as the days of porn being a driver of fake ID use is history in the Internet age); restrictions on employment and financial institution participation placed upon people by the employer and/or the government (if even different); and fraudulent expense/income generation. TSA has added to the fraudulent ID use demand, but it's a drop in the bucket compared to that covered in my prior sentence.
