Fraudulent ID use has three main drivers: age-based regulation of consumption of alcohol and tobacco products (as the days of porn being a driver of fake ID use is history in the Internet age); restrictions on employment and financial institution participation placed upon people by the employer and/or the government (if even different); and fraudulent expense/income generation. TSA has added to the fraudulent ID use demand, but it's a drop in the bucket compared to that covered in my prior sentence.
