Federal Times: House passes bill to demote some TSA officers

This bill is an attempt to address numerous TSA law enforcement officers who are drawing Law Enforcement Availability Pay or better known as LEAP. Leap is a pay that can be earned by federal LEO's who are involved in investigations and work 2 or more hours per workday past a normal 8 hour workday. If an employee in this category is not being used in this area they should not be drawing LEAP. TSA reportedly has applied the LEAP pay category to numerous LEO positions who do not meet the criteria for LEAP pay.

This bill would have little if any impact on airport screening staff.

Yeah -- that's what I meant by stand-by pay. It sounds as if OPM invented a separate name for federal cops' stand-by pay.

Obama, a former Constitutional law professor, has been more anti-Constitutional rights than Bush II ever was. I'll admit Cheney would beat both of them, however.
