Welcome to the reality of the federal civil service.
Come on. Yes, there are bad apples, but also a LOT of hard-working, dedicated federal employees. And, yes, people do get the Constitutionally-protected assumption of innocence; I think this is better than a presumption of guilt as in many countries I have lived in.

I wouldn't say "behaves." I'd say it's the mission statement of the entire DHS (except for FEMA and the USCG).
